One of the great things about the internet is that it "levels the playing field" for all humanity, allowing for the (almost) free exchange of ideas and information. Yes, the .com extension is the most popular one for websites, but realize that many small businesses and individuals will purchase the .com version of their domain simply to protect their name and/or brand. Therefore, even non-commercial sites own their .com domain. By increasing the cost of that extension, you're hurting the little guy, while not even phasing the "rich and powerful" who could potentially use those .com versions to subvert the good that someone might be attempting to create in the world. Remember this, too: you can price yourself out of business. Sent from my Samsung Galaxy smartphone.
