I strenuously oppose the proposed pricing increase and the associated
payment of millions of dollars (which seems more like a bribe).  This
proposal will adversely affect the smallest, most vulnerable and neediest
stakeholders.  It is not justified and is unwarranted. I urge you to reject
this proposal.
