[Comments-com-amendment-3-03jan20] Please keep price caps for Domains

Domains are needed so that  consumers like me on fixed incomes can have
alternatives to Facebook and Google for Email and Websites that don't depend
on Google or Facebook for sharing. 

Please have respect for consumers with modest incomes. Com domains are
important and should not be sold off to the highest bidder and abused by
monopolies.
