Hi,
.com is used by people across the globe, the current price itself high for many people in developing  and under developed countries. Not to forget, Icann is for the public good of every human being in the world to access the internet for betterment and the price increase severally hamper the reach of internet to people in poor countries, who need internet more for their betterment. 
 Verisign which is already making billion dollar profit per year, their is no way icann can justify the price that only fatter the above said private entity.
