Dear Sirs:

I oppose the proposed amendment to the .COM registry agreement. This
agreement will effectively increase the costs of the public access to
internet domains without any input from the public. This will harm numerous
small internet businesses and restrict economic activity. The proposed
agreement does not even specify how the additional money would be used to
benefit public access to internet domains.

Business agreements make in secret that affect the general public should
have public input to allow for the full impact of the decisions to be
discussed. Special "deals" that benefit only a few should not be permitted.

Suspend this rule until the public has an adequate chance to assess the
impact and suggest changes.
