[Comments-info-renewal-18mar19] Price cap on .info, .org and .biz domains

Please keep the price cap for domains folks.
Most of registrars buys from bigger companies, and once you remove the
price limit, the whole market will be impacted.
Domain prices are already expensive for those who have a weak currency
(different from USD).
