Since PIR essentially has a monopoly, regulation is critical for proper
market function. Please do not allow PIR free reign on pricing, but
continue to do your job in regulating for the benefit of the consumer. To
be clear, I also feel the 10% ceiling is too high and should be brought in
line with other practices such as inflation or ceilings places on other
public industries such as energy.
