[Comments-org-renewal-18mar19] limit renewal pricing impact

My understanding is that this .org proposal would allow the PIR to start
charging registrars significantly more money for domain renewals.  They
would then pass these costs onto their customers, which is particularly
difficult for cost-conscious .org domain holders, who typically are not
using the domains for commercial purposes.

Please make sure that this proposed change doesn't negatively impact
renewal pricing, where the manageable 10% annual increase could jump to
well beyond that.
