By creating an approved monopoly through this agreement and allowing PIR to
set whatever price they wish for registration would be irresponsible. ICANN
must look at other groups to run this registry or require that PIR submit
rate hikes larger than 10% to committee for approval with appropriate cost
justifications which can be reviewed and approved or denied based on merit.
Otherwise I would expect mass movement by organization to a cost controlled
domain and a large departure from registrations in the affected domains.
