[Comments-org-renewal-18mar19] Don't remove price limitations

The target customers for dot org domains are most likely not for profit
Organizations that need such website for communication and publicity.
Removing price limitations on dot org domain renewal and registration
creates a financial burden and adds a needless unforeseen risk on their
work.
If anything price renewal increase should be lowered to 5%.
Please keep prices in check.
