Absolutely ludicrous, and counterproductive in lieu of The Global Warming
Crisis.

 To introduce measures which would deny the participation buy ownership of
40% of the population who cannot afford to compete with Big Money when
priceing caps are removed.

This will pave the way for even more control of the internet through
monetary dominance.And stifle the free opinions thought and speech of
hundreds of millions of people.Who will be relegated to sighning on to
censured domains owned by wealthy strictly commercial intrests! STOP THE
INSANITY!
