Absence of cap for existing non-for-profit domains like .org opens the hole
for a racket: when the infrastructure for .org domains was already
established and domain is used for a long time, it becomes a real pain for
owners to switch to another domain. This knowledge can be used to skyrocket
prices for existing domains and squeeze these money from owners.
