I would like to ask in simple terms if the current rule is broken, what
needs fixing, and who benefits the most from the new arrangement!

Because dormain owners could lose sense of ownership if they cant predict
the cost of renewal over time!

May not understand the fine details but IMHO i think its not a positive
step!
