Our clients are all non-profit organizations and have little money as it is
to manage their resources.  Unrestrained price increases would definitely
affect many of them adversely.  The extension (while not enforced) was
originally intended for such entities and provides them a separate
distinction from commercial (for profit) entities.  Protection for these
entities needs to be in place so that they too can coexist on the internet
without having to be over-burdened with "for profit" costs that are not for
the greater good.
