[Comments-org-renewal-18mar19] Keep price caps for .org domains

I'm the director of a nonprofit serving k12 public schools.  Any increases
in our domain fees will reduce the funds we have available to serve school
communities.  Internet domain names are a public asset that should benefit
everyone - not just those who can afford to pay.
