[Comments-org-renewal-18mar19] Do NOT Allow Unlimited Price Increases

Please do NOT allow the contract renewal with Public Interest Registry
(PIR) to included unlimited price increases.  Ten percent each year should
cover increased costs, without allowing for price gouging to internet site
operators.  This would affect both large and small operators across the
country and around the world.
