[Comments-org-renewal-18mar19] Do not remove .ORG price cap

I am a domain name registrant and a small business owner.  I own several
.ORG domain names that I use for my non-profit IT based business.  As such,
I am very much opposed to removing the yearly price increase cap.  Removing
the cap would create unneeded financial stress for small businesses and
create an unneeded barrier to entry to retain or acquire something that
does not physically exist anywhere.  Additionally, removing the cap serves
no purpose other than to generate revenue as it does not increase quality,
security, availability, or trust.  Given this list; do not remove the cap.
