[Comments-org-renewal-18mar19] Proposed changes to ICANN .org registry agreement

Why is section 7.16 and other government related sections and references
been removed? This sections should remain in place.

Pricing caps should remain in places and truly with today's technology,
pricing needs to be reduced.
