ICANN:

     A monopoly should never, under any circumstances, be allowed to set 
its own prices.

     If Public Interest Registry has a monopoly on the .org domains and 
users cannot get them anywhere else, then there is no market. The market 
pressures that normally keep prices in line do not exist. In such 
circumstances, prices should remain capped.
