[Comments-org-renewal-18mar19] Don't remove the price limit

Existing websites signed up with the current prices, and drastic price
increases would mean their identities, location, discoverability,
trademarks, etc would be at risk. These TLDs were created by the community,
not by Public Interest Registry, so Public Interest Registry shouldn't have
the power to drastically increase prices.
