[council] Update on ICANN staff implementation of Transfers Policy

Hello All,

Note the update on the work of ICANN to implement the transfer policy
approved by the ICANN Board in April 2003.

There is a also a recent letter referenced from that page from Network
Solutions (an ICANN accredited registrar) speaking against the
implementation of the policy.
