Dear all,

A clarification; the Board paper I sent yesterday for your information was a
draft paper that was not actually submitted to the Board.  It was prepared
for information ahead of the Board meeting in Luxembourg and used as the
basis of an oral presentation and responses to questions during the Board's
preparation meeting on 14 July, 2005.
