[council] Draft WHOIS terms of reference

Hello All,

the draft looks fine to me and will certainly help to make further
progress at the taskforce level. One thing I'm not sure about is 
what will happen to the work the taskforce conducted in regard
to the "Conflict with local law" issue. Various taskforces starting
with the inital taskforce 2 have been working on this subject and
it is my view that the current taskforce is close to reaching a final
version which will result into a PDP soon. Since a lot of effort has 
been put into this subject already I trust that this work can be
finalized even thought it is not explicitly mentioned in the new
terms of reference.
