[council] Letter from WIPO to ICANN

Notwithstanding the recent events in Tunisia,  I am quite surprised at
the tone of the letter as it is terribly over-confident.  As Bruce
pointed out, there is a major flaw in their interpretation of the ICANN
process and I think that needs to be immediately clarified.
