[council] Draft Agenda for GNSO public forum

I'll volunteer to work with Philip and Ross and anyone else who volunteers
-- Avri? -- to draft a resolution on the litigation/.com settlement proposed
agreement for Council. This p.m. I'll be in IDN workshop. Can we "gather"
then and do a draft to circulate later?

I think both of these are really good topics.

On this I have been surprised that we have not tackled this yet.  And  
do suggest that there should be a formal council position since this  
definitely has policy implications.

I wonder whether we can't also invite Marcus as the passt Secretariat  
of WGIG to attend this meeting as well.
