I accidentally got cut off the call. Apologies to all Council members

What I meant by "not starting the review in this call" (last I heard you

say) is not starting evaluating right now; we need to focus on the Terms

of Reference and make sure they are good and clear enough not to
foreclose 
some possible outcomes.
