[council] Washington meeting

I have a general travel question.

Given that I expect us to go over our allotted time by at least two 
hours on Saturday, is it prudent for me to book a flight out of IAD 
knowing that as an international traveller I have to be at the checkin 
counter no later than 7:30pm?

In other words, will traffic on Saturday evening permit a trip of two 
hours between DC and Dulles? (I'm guessing it can be, but never having 
actually made the trip before, I'm hesitant to book without knowing how 
much of a squeeze I'm putting myself in.).

The other option is spending another $500 CAD to stay overnight and 
catch an early afternoon flight.
