Hello All.

Attached is the IDN Issues Report, which will be addressed at the 20 
July Council meeting.  Please note, in particular, sections E and F -- 
"Recommendations" and "Proposed Terms of Reference"  -- which include 
changes from the Preliminary IDN Issues Report.

My apologies for not getting this out yesterday.  Vacations delayed 
posting.
