[council] Draft GNSO San Juan meeting agenda

Dear Council Members,

Attached please find a draft skeleton GNSO San Juan meeting agenda.
The general meeting plan will follow the same structure as the Lisbon 
meeting. The meeting with the GAC has been planned in consultation with 
the GNSO Council and GAC chairs.

Please send your comments. The purpose of the draft schedule is to give 
enough time for planning ahead.
