[council] Block booking for hotel rooms in New Delhi

Hi Chuck:

I'll give a response a try since it is late for Glen. The number of  
rooms available at the venue is extremely small. Nearly all ICANN  
staff is staying off property also. The blocks of rooms available  
were claimed by a few parties the day of the posting. I will check to  
see the types of advice and information available and will coordinate  
dissemination of additional information if needed with Glen and Diane.

I know that this is not as helpful as you would like but at least  
we're in the same boat.
