[council] New Registry Services Submitted

Earlier today ICANN commenced its 15-calendar day preliminary determination period on requests submitted by NeuStar and Afilias to address domain tasting. See http://www.icann.org/registries/rsep/. The NeuStar request is 2008001 (http://www.icann.org/registries/rsep/biz-proposal-full-version-05feb08.pdf), while the Afilias request is 2008002 (http://www.icann.org/registries/rsep/afilias-request-05-feb08.pdf). The requests are essentially the same except for where Afilias and NeuStar use different billing systems. I understand that Jeff Neuman already provided a copy of their submission to the Council yesterday.
