Agree on the consensus - as I already responded to Chuck, although I must have missed the "reply all" button.
As to the participation list in the report - it lists all subscribers to the mailing list, although only a (varying) subset thereof took part in the calls (as also appears from the meeting notes on the Wiki)

Thanks Tim.  That is consistent with what I thought and what Olof confirmed and is information that I think is helpful for us as a Council to know.  It appears to me that this could be an easy action item for the Council in Paris.

We probably should have included that in the report. Others can correct me if I'm wrong, but I believe in the end we all were in agreement on the recommendations.

Note that although Paul S., Ross, and Taryn are listed as RrC participants I do not recall them having been on the calls or voicing support one way or the other. Paul D. and I did reach out to the RrC as best we could for any concerns, but several RrC members were involved in the previous work that had been done on the subject and registrar views were very well known by Paul and myself and the other RrC members who participated on the drafting team.
