[council] Draft Whois Motion

[Gomes, Chuck]

Mike, Tim, Liz and I would like to submit the attached motion for
consideration in our Council meeting this week.  Please distribute it to
your constituencies ASAP and discuss it on Tuesday so that we can act on
it on Wednesday.  Of course, if anyone has alternative motions, they are
welcome.
