Fwd: [council] draft bylaws amendment on absentee voting

Hi,

This has been released for abut 2 weeks now.  I don't believe I have  
seen any comments on it on the list.  My feeling is that the council  
still needs to discuss it, though I thik it might be a good idea to  
send it out for constituency and public comment.  We have a brief item  
on the agenda to discuss what to do next.  I would like to hear  
anyone's opinion on what we should do next.
