[council] Issue with Thursday's meeting

Hi,

Currently we have a meeting planned for 14-17 on Thursday.   I have  
been asked to participate in a meting with Dr Hamadoun Touré, ITU  
Secretary General, 1400-1530 on Thursday.  I think I ought to do this.

Unfortunately Chuck will also be unable to chair the meeting as he has  
to leave early Thursday.

Would there be any objection to starting the meeting an hour later at  
1500?  I have checked and can arrange to leave the other meeting a  
half hour early to do this.
