[council] 2 motions on this morning's meeting

My understanding is that the issues report for abusive names was a staff
team effort with the bulk of work done by Marika and Liz with
contributions from Craig, so I would suggest an amendment to say Staff
instead of Marika.  With that amendment I make both motions.
