[council] Deadline for Motions 31 Dec 09

Please note that the Council Operating Procedures require that motions
for our 7 Jan 10 meeting be submitted 8 days in advance, which is 31 Dec
2010. At present, it does not look like we will have any motions for
action in this meeting, but wanted to remind everyone just in case.
