FWIW this fellow just joined NCUC about three days ago and sent this today. I replied explaining the process and timeline for WHOIS etc and suggested he circle back and submit a complete app for the WHOIS process later this year, after he's been around a bit etc.

At the present time the GNSO is only reviewing applications for the 2010 Accountability and Transparency Review Team (A&T RT). We will be using a one-time process for endorsing candidates for the A&T RT, after which we will develop an endorsement process for the other RTs. Information about that yet-to-be developed process will be made available in a few months and we encourage you to resubmit your application then.
