[council] Kenya Agenda questions: Saturday Council dinner and Sunday breakfast

Ditto; and while I'd definitely prefer that the breakfast not be a
"gripe session", I wouldn't be opposed to a free-flowing discussion
(which inherently carries the risk of turning into griping, though
perhaps not too much so while under the guiding hands of our magisterial
Chair & Vice-Chairs :)
