As Chuck raised the same question I called the IGF secretariat, which audiocasts all the main IGF meetings and open consultations (much larger and more globally distributed audience than what we'd have).  They laughed and said its extremely inexpensive for any organization that has a server and bandwidth, so they don't separately cost it out.  So sorry I don't have a precise number handy, but I know it's widely done by universities and even NGOs of very limited means.  I cannot imagine it is beyond the capacity of ICANN to manage for two hours every three weeks.
