[council] Contracted Parties House Nomination for Chair

[Tim Ruiz]

I am please to nominate Stephane Van Gelder as our House nominee for
Council Chair. 

Stephane has served as our House Vice Chair over the last year and has
also Chaired in Chuck's absence. He has done so with skill and
conviction and we believe he would serve the Council well as Chair.
