[council] Cartagena schedule change

Councillors,

Please note that we have had to change our schedule for Wednesday Dec 8.

The meeting with the NomCom scheduled for 12 to 13:00 has had to be moved back to a 12:30 start. This will leave us less time in between this meeting, which will now end at 13:30 and our open Council meeting starting at 14:00.

The change is unfortunate but has been imposed upon us by lack of available meeting space at 12.

So the new time and venue is:
12:30 - 13:30 GNSO Council/NomCom Lunch meeting
Barahona 1, Level 2
