Hi Glen

Thanks for this.  I am wondering though if it doesn't need a a little amendment.  Stéphane expressed concern on the call and afterwards that people could misconstrue the 9 votes against & one abstention on the GCOT recs as a ringing endorsement of DOIs, which I doubt was a common intent.  And indeed, I've received mail from Phillip, who's preparing for the OSC in Cartagena, asking for information.  Hence, wouldn't it be helpful to try and capture a little of the conversation & reasons given for the vote?  Several of us spoke to the matter…
