[council] Motion to extend PPSC and OSC charters

I think it's clear that "more work needs to be done," but I would
recommend that the Council as a whole take on the task or re-delegate
it.  Our recent dissatisfaction with the DOI language suggests to me
that we all need to review these matters more carefully, and we're not
helped by delegating them.  Rather than exhausting these committees'
volunteers, let's thank them and move on.

I propose this alternative motion (borrowing the initial whereases):

>> Whereas in October 2008, the GNSO Council established a framework for
implementing the various GNSO Improvements identified and approved by
the ICANN Board of Directors (see - GNSO Council Improvements
Implementation Plan)

>> Whereas that framework included the formation of two Steering
Committees - the Operations Steering Committee and the Policy Process

Whereas the OSC and PPSC charters expire at the Cartagena meeting;

RESOLVED the Council acknowledges the hard work of those work teams and
thanks them for providing any final reports they wish to offer.
