[council] Our next council meeting

Councillors,

Just to let you know that I will be on a plane at the time our April 28 meeting starts and will therefore be unable to chair it.

I have asked Mary and Jeff to step in and they have kindly agreed to do so, my thanks to them.

I expect to be able to join the call and chair it for the second hour and will be doing my very best to do so.
