[council] Swap out Jordon for Singapore

Hi Jeff,

that you attend or not is your choice and I am not  looking for knowing it.
but we are talking about moving a the meeting from country to another and
that is a different issue.
as you talk about making decision, I am interested how ICANN board will make
its decision and based in which information?
