[council] Senegal - Letter with State Dept stamp for personal computers etc.?

I only read that Senegal customs had to approve computers or they would
be held, but nothing about how to get approval, and you can only take
one and it cannot be new. Not sure if smart phones qualify or are
considered separate. Trying to get further details.
