[council] Remote Participation for Senegal

This is a problem indeed. However, we should also be aware that the reason we go all over the world is to try to reach out to and engage with as many local communities as possible.

So it's really probably about getting the right tradeoff between finding the right places to go to and making sure that our destinations are realistic for our key stakeholders and contributors.

It would certainly be a crime if, after so many years of service to the Council, people like Kristina and Tim were not able to make their last meeting as Councillors.
