[council] WHOIS Service Requirements WG seeks volunteers

As I mentioned at the council wrap-up, the WHOIS Services working group,
which is preparing a survey on WHOIS service requirements, seeks
additional volunteers.

This is not policy development, but data-gathering on technical
requirements (that might later inform technical improvements and/or
policy development).  If your constituencies have volunteers for this
work, or want more information, please let me know, as Council liaison.
