Dear Wolf-Ulrich,

Norbert is serving as temporary alternate for Maria Farrell  who will be absent on 20 December 2012 and for Joy Liddicoat who will be absent on 17 January 2013. Therefore, Norbert is not serving as a temporary alternate for 2 councillors at the same meeting, but at different meetings.

I hope this clarifies the situation.

I'm not quite sure whether the operating procedures allow serving as alternate for 2 councillors at the same meeting including exercising voting rights which would be the case for Norbert on 20 Dec.
Could staff please clarify?
